The Latah County Sheriff's Dispatch Center received a report that a citizen had discovered a possibly explosive device on the side of Paradise Ridge Road in Moscow on Saturday at 4:21 p.m.
The concerned citizen noticed the device while driving and stopped to get a better look. He then put the device into his vehicle and drove to the Latah County Sheriff's Office.
The device was a 6-inch cardboard tube, wrapped in electrical tape and filled with gunpowder.
Upon arrival at the Sheriff's Office, the Spokane Bomb Squad was notified. The citizen left the device in his vehicle at the courthouse parking lot.
Police cleared the surrounding area using roadblocks, while the Spokane Bomb Squad removed the device from the vehicle and destroyed it with a small explosive.
No injuries were reported and the area reopened at 11:30 p.m.
